The SMART Initiative at Action Against Hunger is now hosting the Needs assessment and Analysis for Nutrition Outcomes roster on behalf of the Global Nutrition Cluster Technical Alliance. As part of the new role SMART has undertaken, the previous SMART consultant roster has been updated to assess eligibility of candidates wishing to become consultants for needs assessment and analysis for nutrition outcomes in a range of areas such as population-based surveys (i.e. SMART surveys, coverage surveys, IYCF surveys, Link NCA, Cost of Diet etc.), qualitative assessment (i.e. KAP, Barrier Analysis) and needs analysis for nutrition outcomes.
Being part of this new roster means that your profile went through a thorough vetting process and is available to more than 40 NGOs and UN agencies worldwide which are regularly looking for consultants. In many cases, organisations wishing to conduct assessments and analysis rely on reputable consultants to conduct this work since not all have developed internal capacity or have resources for such assessments. To meet this demand, SMART will maintain an updated roster of mid-senior level consultants with experience in needs assessment and analysis for nutrition outcomes, from which to draw candidates for work planned in 2024/ 25. The roster is meant to be used as a starting point for agencies wishing to hire a consultant. SMART will not provide any HR recruitment services for survey needs. Partners are fully responsible for all final screening, interviews and hiring of suitable consultants for their respective organisations.
The qualifications required to be a considered a candidate for this roster are the following:
1) Education
- Advanced University degree in one of the following fields: nutrition, public health, epidemiology, statistics, social sciences, life sciences or other related disciplines. A Bachelor’s degree can be accepted if supplemented by relevant work experience
- Training (course) in population-based surveys, including SMART or coverage surveys, needs assessments and/or analysis and administrative data/programme data e.g. DHIS 2.
2) Work experience
- At least five years of progressively responsible professional work experience at the national and international levels in nutrition assessments or analysis
- Work experience in developing countries and emergency context
- Specialized experience in conducting nutrition assessments in one of the following areas:
- SMART surveys, coverage surveys, IYCF-E surveys, etc.)
- DHS, MICS, etc.
- Routine data system development, management and analysis e.g HMIS or DHIS2
- Needs analysis (IPC, qualitative analysis, etc.)
- Experience working with international and local partners, donors and local authorities.
2.1) Work experience (IN ADDITION TO THE ABOVE) for candidates interested in applying to the SMART surveys roster:
- Have completed 5 validated SMART surveys
- Have at least 5 SMART consultancy experiences
- Have at least 5 SMART consultancy reports to be shared
- Possess certification from SMART training (distinction preferred – a certification of participation is not acceptable)
- Provide consent to contact either AWG or any validation entity
- Provide contact information of either AWG or any validation entity
- Provide official letters of recommendation from 2 organizations where you have previously managed a SMART survey
- For capacity building consultants: must be trained as SMART Master Trainer and have facilitated at least 1 SMART training
3) Competencies
- Expertise in leading nutrition assessments or analysis
- Ability to identify issues, formulate opinions, make conclusions and recommendations.
- Demonstrate professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results.
- Strong organizational, planning, and analytical skills
- Skills in Information Communication Technology
- Experience in presenting to large groups of people on complex issues and topics
- Experience in budget management
- Experience in Human Resources management including writing job descriptions, interviewing and hiring individuals and managing survey teams
- Excellent written and verbal communication in English and/or French, Spanish and/or Arabic.
- Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.
SMART will review each application and will check references to ensure that only high-quality candidates are selected. If the applicant meets the minimum criteria and reference checks are positive then the applicant will be validated for the roster and their profile will be included in the roster document. Consultants will remain on the roster until the end of each calendar year. At the end of each year, consultants will receive an email requesting if they would like to remain on the roster and for any other updated information required by SMART for the profile.
