Lenth and Height

What criterion should I use to determine when to take length or height since SMART recommends height and age?
If I take Height, would this measuring the height/length of a child twice? Please advise

You need to record length if a child’s measure is < 87cm or age is <24months otherwise record height. Age would be sufficient as a criteria to decide whether to take length or height.
