Such a child would not be excluded as surveys normally collect other data apart from anthropometry. In any case, the first thing is to establish whether weight can be taken as your question makes it clear that height is not possible. With the mother-to-child scale (as well as the salter scale if the electronic one is unavailable) the weight can be taken. This can be recorded. The height will be recorded as missing, and a note will be made for the supervisor to know why height was not measured. The general practice that is encouraged is not to exclude any eligible children.

It seems that in your setting you are indeed looking at using either simple random sampling (if a complete list of households is available) or systematic random sampling (if households are arranged in a linear pattern, which I doubt in the POC camp). This would be similar to what we often use in some refugee camps where there are not enough zones/blocks to generate clusters. The plausibility test will run in the same way as it would run with a cluster survey. CIs will be calculated by ENA taking into account the design, ie. they will not be complex CIs.The formula is CI=+/-Z x SE, where Z-1.96, and SE is the standard error. I hope this helps.
